When the special needs toddler I was babysitting first achieved successful communication (understanding words and actions and how to interact with the people around him) through a consistent routine of repetitive words (ex. "roll the ball", "mama", etc.) and actions (ex. rolling the ball myself to show him what I want him to do, pointing at his mom and saying "mama", pointing at me and saying "Sam", etc.).
